Delta Community Issues 74‑Hour Ultimatum After Continuous Oil And Gas Spill At Wellhead 14

Leaders and residents of Uzere community in Isoko South Local Government Area of Delta State have issued a 74 hour ultimatum  to operators of Wellhead 14 OML 30 Cluster 09 over continuing crude oil and associated gas spill, appealing to President Bola Ahmed Tinubu and Governor Sheriff Oborevwori, for immediate federal intervention.

In an open letter dated August 10, 2026 and signed by Amb. Prince Ogologo M. O., Coordinator of the Concerned Uzere Oil and Gas Stakeholders Forum, the community noted that the incident began June 27, 2026, following an alleged equipment failure during operations by Heritage Energy Operational Services Limited (HEOSL), the operator of OML 30.

“The release of crude oil and associated gas has continued for an unacceptable period, with affected areas reportedly experiencing contamination and environmental degradation,” the Forum stated, urging the Federal Government to independently verify the cause, duration, volume and extent of the discharge rather than rely on operators’ reports.

The Forum alleged that farmlands, streams, creeks and fishing grounds that sustain families in Uzere community have been contaminated, threatening food security, livelihoods and biodiversity. Residents also expressed concerns about potential public-health effects from prolonged exposure to petroleum hydrocarbons.

“This is more than an oil-field operational incident. It is a matter of environmental justice, human dignity, public health and national responsibility,” the letter states, calling on federal agencies to treat the matter as an urgent humanitarian and environmental emergency.
Calls for independent investigation, clean-up and compensation.

The group listed 10 specific demands, including
•Immediate containment of the spill and permanent cessation of the discharge, subject to independent technical verification.

•An urgent Joint Investigation Visit (JIV) involving regulators, the operator, independent experts and community representatives to determine cause, duration, volume released and the geographic extent of contamination.

•A comprehensive environmental and human-health assessment of soil, surface and groundwater, aquatic ecosystems and exposed residents.

•Immediate clean-up and remediation using national standards and international best practice.

•A transparent compensation mechanism and an initial N2 billion compensation claim, subject to independent assessment.

•Emergency medical support, provision of safe alternative water and livelihood assistance where sources have been contaminated.

•A permanent engineering review and repairs to Wellhead 14 to prevent recurrence.
A federal monitoring and reporting framework with public updates.

The Forum also issued a 74-hour community notice to HEOSL to demonstrate “clear, visible and credible action” including emergency containment, deployment of competent technical personnel, commencement of a transparent investigation and engagement with affected stakeholders. While the group stressed its commitment to peaceful and lawful engagement, it warned it would pursue lawful options  including demonstrations and petitions if there is no “meaningful response” within the stated period.

To make their demands more effective, copies of the open letter were sent to President Tinubu, the Vice-President, the Secretary to the Government of the Federation, Ministers of Environment and Petroleum Resources, Heads of the National Oil Spill Detection and Response Agency (NOSDRA) and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Delta State Governor, Sheriff Oborevwori, and other national and state authorities.
The Forum urged the Delta State Government to intensify its response, participate actively in environmental monitoring and protect affected residents.

Silence of Operator, regulatory bodies:
As at the time of this publication, Heritage Energy Operational Services Limited and regulatory agencies named in the letter  including NOSDRA and NUPRC  have not issued public statements responding to the open letter. While efforts to reach HEOSL, NOSDRA and the Delta State Ministry of Environment seeking comment proved abortive as none of the available contacts went through.

It is worthy of note that Uzere is among several Niger Delta communities that have complained of oil pollution and associated impacts on farming and fishing livelihoods despite decades of upstream oil activity. The Forum’s demands reflect long-standing calls by host communities for independent investigations, adequate remediation and transparent compensation when spills occur.

The community is awaiting a federal response. If authorities launch the requested Joint Investigation Visit and remediation activities, findings and timelines for clean-up and compensation will be critical to restoring livelihoods and preventing escalation.
